What is the aim of this course?

Under the Licensing Act 2003, anyone authorising the retail sale of alcohol will have to hold a personal licence. In order to qualify for a personal licence, an applicant must hold a licensing qualification which is Qualifications and Curriculum Authority (QCA) accredited, and Government approved.
BIIAB’ s qualification, the BIIAB Level 2 National Certificate for Personal Licence Holders, is both QCA accredited and Government approved, and has been specifically designed to meet the statutory requirements of the Licensing Act 2003.

Who is it for?

The qualification is nationally recognised and is designed for anyone authorising the retail sale of alcohol in licensed premises including:

• Pubs and bars.
   
• Hotels and restaurants.
   
• Off-licences, supermarkets and convenience stores.
   
• Sports and social clubs, nightclubs and entertainment establishments.
   
• Any other venue or site where alcohol is sold.

 

What are the benefits?

To be able to serve or authorise the sale of alcohol on or off licensed premises.

All successful BIIAB NCPLH candidates are eligible for FREE provisional membership of BII. Successful candidates will get:

• A BII provisional membership certificate and membership card.

What does it cover?

BIIAB's Level 2 NCPLH covers the syllabus set by Government to enable candidates to understand the law in relation to:

• The roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives.
   
• The application process for a personal licence.
   
• The role and legal responsibilities of the personal licence holder, and the penalties relating to failure to comply with the law.
   
• The premises licence.
   
• The content and purpose of operating schedules.
   
• The role and duties of the designated premises supervisor.
   
• Unauthorised licensable activities.
   
• Permitted temporary licensable activities.
   
• Rights of entry to licensed premises.
   
• Police powers with regard to suspension and closure of licensed premises.
   
• The specific prohibitions for the sale of alcohol.
   
• The strengths of alcoholic drinks, and the effects of alcohol on the human body.
   
• The protection of children from harm.
   
• The responsible retail sale of alcohol.

The training is followed by one short multiple choice exam with 40 questions. To pass, the candidate must achieve a minimum of 28 correct answers. 

The training is supported by the BIIAB NCPLH handbook.
This handbook is written in an easy to follow format and contains all the information needed to pass the exam.
