Courses: Level 2 Scottish Certificate for Personal Licence Holders
What is the aim of this course?
Under the Licensing Act 2003, anyone authorising the retail sale of alcohol will have to hold a personal licence. In order to qualify for a personal licence, an applicant must hold a licensing qualification which is Qualifications and Curriculum Authority (QCA) accredited, and Government approved.
BIIAB’ s qualification, the BIIAB Level 2 National Certificate for Personal Licence Holders, is both QCA accredited and Government approved, and has been specifically designed to meet the statutory requirements of the Licensing Act 2003.
Who is it for?
The qualification is nationally recognised and is designed for anyone authorising the retail sale of alcohol in licensed premises including:
• pubs and bars
• hotels and restaurants
• off-licences, supermarkets and convenience stores
• sports and social clubs nightclubs and entertainment establishments
• any other venue or site where alcohol is sold

What does it cover?
BIIAB's Level 2 SCPLH covers the syllabus set by Government, to enable candidates to understand the law in relation to:
• the roles, responsibilities and functions of licensing authorities within the framework of the licensing objectives
• the application process for a personal licence
• the role and legal responsibilities of the personal licence holder, and the penalties relating to failure to comply with the law
• the premises licence
• the content and purpose of operating schedules
• the role and duties of the designated premises supervisor
• unauthorised licensable activities
• permitted temporary licensable activities
• rights of entry to licensed premises
• police powers with regard to suspension and closure of licensed premises
• the specific prohibitions for the sale of alcohol
• the strengths of alcoholic drinks, and the effects of alcohol on the human body
• the protection of children from harm
• the responsible retail sale of alcohol.
The BIIAB Level 2 NCPLH is the only licensing qualification to include a compulsory section which candidates must pass. It proves that candidates have a thorough knowledge of the new licensing law and their responsibilities within it. In taking this qualification, candidates will choose the quality option. This enables them to retail alcohol within the law, in a socially responsible manner and acts as a safeguard for their licence* and their business.
